  • Participating in fighting against Sexually Transmitted Diseases, in this case HIV/AIDS and others, in our living environment;
  • Participating in fighting against rapes, their causes as well as their consequences;
  • Helping actively to building suitable economic and socio-cultural infrastructures for development of Congolese’s of the Democratic Republic of Congo and of Diaspora;
  • Providing assistance to vulnerable persons such as those of the third year and/or those who are disabled in our living environment;
  • Creating suitable economic and socio-cultural infrastructures for developing and opening up inaccessible environments by building and maintaining roads, schools, bridges, hospitals, health Centers, literacy teaching, conversion of drinking water streams and electrification of our environments.

PREAMBULE

Aware that our country, the Democratic Republic of Congo (DRC), is in search of sustainable development and welfare for its people;

Concerned about poverty and misery of the population, featured by the revenues lowness, in a social climate of armed conflicts and various crises compromising and threatening identity and value of all a people ;

Prompted by the willing to help for assisting Congolese people to develop their own resilience abilities as well as creativity and invention capabilities, with a view to a common destiny for a sustainable and integral development of the Democratic Republic of Congo as well as for each Congolese’s welfare.

TITLE ONE: GENERAL PROVISIONS

SINGLE CHAPTER: ABOUT ESTABLISHMENT, DESIGNATION, HEAD OFFICE, TERM, ACTIVITIES SCOPE, AND OBJECTIVES

Article 1: About Establishment and Designation of the Foundation

On June 30, 2008, a Non-profit-making, and scientific, cultural and philanthropic-based, Organization by the name of « Laurent Kanzanza Congo Solidarity For Development Foundation », in acronym « LKCSDF », has been established in Kinshasa, the Capital City of the Democratic Republic of Congo under the Law n°004/2001 dated July 20th, 2001, about applicable General Provisions for non-profit-making Associations and for public utility Establishments.

It may be transferred to any other place, for the same purpose, by decision of either a 2/3 majority of its active members during a General Assembly or of the Board of Directory by drawing up a report of it during the General Assembly.

Article 3: About the Term and Activities Scope of the Foundation

The LKCSDF is established for an indefinitive term running from the date these Charter and By-Laws as well as the Rules of Procedure are signed by its active members during a General Assembly.

It carries its activities out all over the area of the Democratic Republic of Congo; then it will branch out and pursue its activities in favour of Congoleses wherever their interests will be at stake.

Article 4: About Objectives of the Foundation

The LKCSDF is pursuing hereafter objectives:

  1. General Objective
    Promoting peace and sustainable development, as well as Congolese People’s welfare in the Democratic Republic of Congo and wherever it is necessary.
  2. Specific Objectives

    • Providing economic and sociocultural integration of the internal and external Congolese population in tight corner ;
    • Providing promotion and protection of environment and this, through promoting implementation of social and environmental responsibility ;
    • Fighting against poverty and hunger ;
    • Promoting education and health ;

TITLE II: MEMBERS

CHAPTER I: ABOUT CATEGORIES OF MEMBERS

Article 5: The LKCSDF is made of five categories of members, notably:
  

  • Founder and Co-founder members ;
  • Effective members ;
  • Honourable members ;
  • Benefactor members ;
  • Active members.

Article 6: A founder and co-founder member is any natural person having taken part in designing fundamental idea and in signing the title-deed of the LKCSDF and/or has voiced ideas on this initiative.

A founder member is by right an effective member.

Article 7: An effective member is any natural person and/or corporate body who subscribe these Charter and By-Laws, without colour bar, nationality, sex, religious discrimination or any other consideration, and contributes to the LKCSDF functioning, according to modalities set by the rules of procedure hereto.

Article 8: A honourable member is any natural person and/or corporate body who, without having founder nor effective membership, is interested in objectives, ideology and actions of the Foundation and who Commits himself to morally, materially and financially support actions of the later.

Article 9: A benefactor member is any natural person or corporate body who, without having neither founder membership nor that of effective or honourable members, is interested in objectives, ideology and actions of the LKCSDF and regularly pays in his/her support contributions, the amount of which is set by the General Assembly and/or by the Board of Directors.

Article 10: An active member is any natural person and/or corporate body who, without having founder membership nor that of effective, honourable or benefactor member, subscribes these Charter and By-Laws and their rules of procedure, fills in the accession deed and is admitted by the Board of Directors, fulfils regularly his/he contributions the amount of which will be set by the Board of Directors.

CHAPTER II: ABOUT RIGHTS AND OBLIGATIONS

Article 11: Any grown up Congolese persons can freely and willingly join the Foundation, without any colour and linguistic bar, and accept or subscribe the Foundation objectives and activities.

An applicant who fulfils statutory conditions under article 9 is an active member of the LKCSDF.

Article 12: The Founder or effective member has right to:

  • Information about all the LKCSDF activities ;
  • Eligibility and vote into different organs of the LKCSDF, according to modalities set by the rules of procedure ;
  • Participate in the General Assembly deliberation, with right to vote.

Article 13: Any member takes profit of advantages that the LKCSDF offers to each member and has right to a member card…

He/she is obliged not only to strictly observe provisions of the Charter and By-Laws hereto, but also to keep confidentially the General Assembly deliberations.

Article 14: At least three months following his/her accession date, the active member has right to vote and eligibility at available duties within the LKCSDF.

Article 15: The benefactor member has not right to vote during voting.

Article 16: The honorable member is exempt from contributions but he takes part in the General Assembly and in elections of the Board of Directors’ members, without having right to vote.

The honorable membership is conferred and/or coopted by the LKCSDF’s General Assembly and approved by the Board of Directors and, on account of favours done within the LKCSDF.

CHAPTER III: ABOUT MEMBERSHIP LOSS WITHIN THE LKCSDF

Article 17: Membership is lost through:
  

  • Death,
  • Free and willing resignation,
  • Radiation sentenced by the Foundation’s Board of Directors,
  • Any default event or behaviour in the head of the involved member.

Article 18: Any resignation must necessarily be written and handed in at the Board of Directors’ Office.

After 15 days following receipt of the said letter, his/her resignation becomes effective if the resigning member holds a management position within the LKCSDF ; and, meanwhile, a systematic audit will be conducted for the purposes to inquire about the management condition of this resigning member.

Article 19: On recommendation of the Board of Directors or of any other member of the Foundation, and after having put the relative item on the agenda, the General Assembly may expel an effective or founder member due to non observance of these Charter and By-Laws or any reason deemed incompatible with the objectives of the Foundation.

Article 20: The General Assembly may, On recommendation of the Board of Directors, withdraw honourable or sympathizer membership.

Article 21: Any member of the Foundation who will commit a serious breach hereto Charter and By-Laws, its Rules of Procedure and its objectives, for non payment of his/her statutory contributions or for secrets disclosure, will be radiation stricken; as well as any member who will have created a similar organization with this Foundation, and will have committed embezzlement of the latter’s properties and services.

TITRE III: HERITAGE AND RESOURCES OF THE FOUNDATION

CHAPTER I: ABOUT THE HERITAGE

Article 22: The LKCSDF commits itself to only have as prosperity, or otherwise said required properties for fulfilling its mission. So, all movable and unmovable properties, bought or acquired on behalf of the LKCSDF, consist of its heritage; their possession can, consequently, only be decided by the General Assembly and/or the Board of Directors.

CHAPTER II: ABOUT THE RESOURCES OF THE FOUNDATION

Article 23: The Foundation makes available the contributions amount from various members’ categories, as determined under articles 5, 6, 7, 8, 9 and 10 of the Charter and By-Laws hereto, and in order to face its functioning needs.

Article 24: In order to sum up its resources, the Foundation will be able to conduct following actions:

  • To apply for subsidies from the State, the regions, the departments and the public Establishments ;
  • To provide services being subject to contracts and conventions ;
  • To receive manual donations, legacy, and various generous gifts ;
  • Overseas applications (for credits) ;
  • To receive all the sums (of money) from its activities and services within legal and statutory provisions limit.

CHAPTER III: ABOUT FINANCES OF THE FOUNDATION

Article 25: The Foundation’s revenues should be carefully controlled and registered before being collected.

Financial management will be run through a percentage system as follows:

  • 100% of resources from contributions, legacy, donations, overseas support and others from its activities ;
  • 30% of these resources will be allotted for the Board of Directors functioning ;
  • 70% of these resources will be allotted to actual activities, that is (to say) for financing the Foundation’s projects in favour of targeted peoples’ categories.

Article 26: About expenses within the Foundation’s Board of Directors

  • Prior to its execution by the General Treasurer, the General Secretary as well as the Foundation’s Chairperson, any expense should be proven in written ;
  • Any expense, either not authorized or not proven by the Board of Directors, will be nil and void.

CHAPTER IV: ABOUT THE FOUNDATION’S HERITAGE CLAIM

Article 27: Any dead, resigned or expelled member, from any categories, doesn’t have right to claim reimbursement of contributions collected or paid in at the Foundation’s cash desk.

Nevertheless, any member, from any category, has right to know about the Foundation management and this, just during the General Assembly to be held twice (2x) a year;

However, the Board of Directors will be obliged to draw up annual and quarterly reports, with a view to a transparent management and to balancing all notions of good governance of the Foundation.

TITLE IV: STRUCTURE AND FUNCTIONING OF THE FOUNDATION

Article 28: The LKCSDF comprises three (3) main organs here below:

  • General Assembly (G.A),
  • Board of Directors (BD),
  • Design, Strategies and Operations Office (DSOO).

CHAPTER I: ABOUT THE GENERAL ASSEMBLY OF THE FOUNDATION

Article 29: The General Assembly is the highest and voting organ of this structure. It’s the decision-making and orientation organ of the Foundation.

It’s made of all various categories of members having their contributions in order.
Only active members have right to vote, while all others have just advisory votes.

Article 30: About Duties of the General Assembly

The General Assembly has got tasks to:

  • Amend the Charter and By-Laws, the Rules of Procedure and, should the need arise, the objectives of the Foundation ;
  • Decide voluntarily dissolution of this organization and allocation of its heritage to another organization pursuing the same objectives ;
  • Appoint or elect and dismiss the Board of Directors’ members, except for the Foundation’s Chairperson ;
  • Approve annual accounts and budget forecasts, as well as activities reports ;
  • Make any important decision on behalf of or for good governance of the Foundation.

Article 31: About the General Assembly Functioning

The General Assembly meets:

  • Twice (2x) a year in ordinary session, convened by the Foundation’s Chairperson, on June 30th and December 30th of the same year ;
  • In extraordinary session, convened by the Foundation’s Chairperson, either on request of 3/4 of its members, about an important issue having emergency character, 15 days in advance.

Its decisions are made by a simple majority of its present members. Vote mood is either standing or sitting or show of hands or with secret ballot, depending on the case relating to matter under consideration.

CHAPTER II: ABOUT THE BOARD OF DIRECTORS OF THE FOUNDATION

Article 32: The Board of Directors is the standing organ for implementing the General Assembly decisions and recommendations; that is, the ruling organ of the organization.

It’s also the organ for current and regular management of this structure.
       
For this purpose, it’s in charge of daily managing the Foundation activities and to prepare annual accounts, budget forecasts, actions plan, as well as activities reports to be submitted to the General Assembly for approval.

Article 33: About composition of the Foundation’s Board of Directors

  The Board of Directors is made of:

  

  • Chairperson of the Foundation ;
  • General Secretary and his/her Deputy ;
  • General Treasurer and his/her Deputy ;
  • College of Advisors ;
  • Design, Strategies and Operations Office;

The Board of Directors’ members’ role is defined in the Rules of procedure.

Article 34: About the Board of Directors Functioning
The Board of Directors meets twice a month in ordinary session convened by its Chairperson, and in extraordinary session also convened by its Chairperson.
Quorum, decision-making and vote mood take place, mutatis mutandis, as a General Assembly.

The Board of Directors’ members are elected and dismissed, except for the Chairperson of the Foundation, by the majority of effective members of the Foundation; and they are chosen among these effective members for a five years term of office, once renewable, through electoral vote, by taking their background levels and working skills into account.

CHAPTER III: ABOUT THE DESIGN, STRATEGIES AND OPERATIONS OFFICE

Article 35: The Design, Strategies and Operations Office is the standing execution organ of the Foundation activities on the field.

This is the organ which conducts feasibility studies of activities, defines implementation strategies of these ones, and proceeds to their implementation.

Article 36: About composition of the Design, Strategies and Operations Office.

The Design, Strategies and Operations Office consist of the following departments:

  • Health, nutrition and hygiene;
  • Education and excellence promotion;
  • Children protection;
  • Fight against sexual and sexist violences;
  • Environment protection;
  • Water, electricity and renewable energies;
  • Social and economic protection;
  • Humanitarian actions (First aid and others interventions)
  • Agriculture and fish farming;
  • Supply

These departments are likely to be adapted and/or increased as are needed.

Article 37: About Functioning of Design, Strategies and Operations Office.
The Design, Strategies and Operations Office is managed by a Coordinator and Head of Projects, assisted by a deputy Coordinator.

Each Department is managed by a Department Head, in charge of designing strategies and of all operations of his activities area on the field.

Operations implementation on the field is carried out in project form, under the supervision of the Coordinator and Head of Projects, following the Board of Directors validation.

TITLE V: BUDGET YEAR AND RELATIONSHIP WITH OTHER ORGANIZATIONS

CHAPTER I: ABOUT THE BUDGET YEAR MEANS WITHIN THE FOUNDATION

Article 38: Budget and Social year of the Organization starts on January 1rst and ends on December 31rst every year.

At the end of each budget year, the General Treasurer prepares annual accounts and budget forecasts, the report of which will be submitted to the Chairperson of the Organization as well as to the General Assembly approval for final discharge.

CHAPTER II: RELATIONSHIP WITH OTHER ORGANIZATIONS

Article 39: The LKCSDF may join any national or international organization likely to contribute to its objectives achievement. Above mentioned accession is within the power of the General Assembly and/or of the Board of Directors, by proposition of the Chairperson. With the same mind, the LKCSDF may finalize any partnership agreement with any other national and international organization.

TITLE VI: AMENDEMENT OF THE CHARTER AND BY-LAWS OF THE LKCSDF

Article 40: These Charter and By-Laws can only be amended when the majority of its active members decide on it, on recommendation of the Board of Directors, during a General Assembly meeting. General Assembly decision can only be made by the 2/3 majority of its present members.

Nevertheless, attendants of the General Assembly should take the will, which gives birth to this Foundation, into account; so as not to contradict the Organization’s Founder’s vision.

TITLE VIII: CONCLUDING AND ADDITIONAL PROVISION

Article 41: Any dispute that could arise due to interpretation and/or implementation of these Charter and By-Laws will be friendly settled prior to rescue to judicial authorities of the DRC.

Article 42: About Breaking-up of the Foundation
The LKCSDF can only be broken up by decision of 3/4 of its active present members at the General Assembly, and through approval of the Foundation’s Founder members.

Article 43: About Allocation of the Foundation’s Heritage
In the event of dissolution of this Foundation, by 3/4 majority of its active members during a General Assembly session, its heritage is allotted to another Non Governmental Organization having set the same objectives as it does.

Article 44: Members of the Foundation must refer to the Rules of Procedure and Regulation in force, for any provision not purposely foreseen hereto Charter and By-Laws.

Article 45: These Charter and By-Laws come into force on the date they are signed and approved by its active members during a General Assembly.

RULES OF PROCEDURE

For completing the LKCSDF/NPMA Charter and By-Laws, and in compliance with the later, these Rules of Procedure have been drawn up for a proper functioning of the Association organs.

TITLE I: THE MOTTO

Article 1: Our motto is « One for all, all for one »; that is, united in one’s fellowship love created at God’s image, and working together for mutual aid, sustainable peace and best future.

TITLE II: CONDUCT, DUTIES, AND OBLIGATIONS OF THE DIRECTORS’ BOARD AND ACTIVE MEMBERS

Article 2 : About Conduct

A Foundation’s member should have moral, democratic and practical values in his/her way of living. These moral values are: humility, honesty, and humanity;
Democratic values are: equality, justice, responsibility, and brotherhood.

Article 3: About Obligations

Any effective member is required to:

  • To be present at the meetings invitations;
  • To show cooperative, brotherhood, solidarity, and tolerance spirit towards others.

Article 4: When 3 times successively absent at the General Assembly, without valid reason, a member is considered as having resigned; and the same applies to he/she who has brilliantly misconducted towards objectives set by the LKCSDF.

Article 5: About the Board of Directors’ powers
The Board of Directors selects members of the General Secretariat, determines their contracts and duties.

  1. About the Chairperson of the Foundation;
    • He/she commits and represents the Foundation towards the State and the thirds;
    • He/she rules, coordinates and supervises all activities of the Foundation;
    • He/she goes in search of projects and seeks for all ways and means for the Foundation progress;
    • He/she presides over meetings of the Board of Directors and of the General Assembly. As such, he/she countersigns accounting documents drawn up by the General Treasurer, watches over a sound management of the organization; and he/she voices propositions to vote if necessary and declares results, watches over implementation of the General Assembly’s decisions and constantly works for increasing the Foundation credit within public authorities.
  2. About the General Secretary of the Foundation;
    • He’s/she’s the Chairperson’s Assistant;
    • He draws up activities reports to be submitted to the General Assembly, following the Chairperson’s approval;
    • He prepares meetings agenda and deals with all administrative matters. He keeps up to date administrative documents, members’ lists, and office equipments for the Board of Directors’; and he is the guardian of records and jointly signs the Foundation’s documents with the Chairperson;
    • He tidily organizes meetings of the Board of Directors’ Office, of the General Assembly and writes minutes into a register of which he is the guardian;
    • By order of the Chairperson, he convenes meetings and represents him in the event something came up.
  3. About the Deputy General Secretary; He/she helps the General Secretary in his duties and represents him in the event some came up or he is absent.
  4. About the General Treasurer;
    • He/she is responsible for financial and accounting management of the organization;
    • He prepares annual accounts and budget forecasts, proposes documents, relating to funds outgoings on behalf of the organization, to be signed by the Chairperson and the General Secretary;
    • He provides incoming of contributions and funds of the Foundation; he draws up and countersigns relevant documents with the Chairperson; he accounts for the treasury situation to the Board of Directors’ office whenever he will receive a request about it;
    • He quarterly submits a financial report to the General Assembly and makes all accounting documents of the Foundation available to the Auditors;
    • He’s assisted by his Deputy who stands in for or represents him in the event something came up.

TITLE III: STRUCTURE AND FUNCTIONING OF THE FOUNDATION

Article 6: About the College of Advisors to the LKCSDF
Advisors are conscience drivers to the Chairperson as well as to the Board of Directors’ Office of the organization. The College of Advisors is made of:

  • College of Legal Advisors;
  • Auditors;
  • Responsible of communication …
  1. About the College of Legal Advisors to the LKCSDF
    The College of Legal Advisors represents the LKCDF’s interests before relevant authorities either administrative or judicial in case of disputes.

    It works closely in collaboration with the Board of Directors and assists the Responsible for Public Relations within his duties; it compromises with the Chairperson in its capacity of Legal Board. It also assists the Foundation, its organs and their members before authorities either judicial or extrajudicial in case of disputes.

    It is in charge of usefully advising the LKCSDF’s Board of Directors and, in accordance with norms in force.

    It interprets and clears up the LKCSDF’s members during the General Assembly, or those of the Board of Directors, around statutory and regulatory provisions.

  2. About the Auditors of the LKCSDF
    They are in charge of financial and moral management of the Foundation. So, they should be unbiased.
  3. About the Responsible for Communication of the LKCSDF
    He’s the Spokesperson (Spokesman/Spokeswomen) of the Foundation; and, as such, he is in charge of Public Relations and with Media.
  4. About Decentralized structures of the LKCSDF
    It’s the whole of Ad hoc Commissions established by the General Assembly for a set role. Thus, Ad hoc Commissions and the Board of Directors represent the executive organ for decisions made by the General Assembly.
  5. About Design, Strategies and Operations Office of the Foundation
    It is in charge of designing studies and strategies of the Foundation activities and actions on the field.

    It is also in charge of advising decisions-making organs, with a view to a good implementation of the Foundation activities.

TITLE IV: DISCIPLINE

Article 7: Discipline observance is compulsory for all the LKCSDF’s members.
So, any breach of discipline leads to sanctions up to radiation, following private conviction of the Board of Directors.

Article 8: Disciplinary procedure is written and contradictory; and starts by an explanation request. Nobody can be sanctioned without having previously been heard. A member being subject of disciplinary proceedings has right of rescue and of defence.

Article 9: Disciplinary sanctions are: warning, reprimand, and expulsion.

Article 10: The General Secretary may, in case of a heavy mistake, suspend a member’s contract, until the final decision to be made by the Board of Directors and the General Assembly.

Article 11: Any member accused for embezzlement of the LKCSDF’s funds should be brought before relevant judicial authorities, following the General Assembly’s opinion.

The LKCSDF’s members should refer to Common Law, for any matter not foreseen hereto Rules of Procedure.

The Will of Jean-Claude NDEFU MANDEFU KINANGA

Here below are relative reasons which I was incited for taking this provision:

Whatever had been his credits, properties that a person might have collected during his life time on this earth of human beings could only have been acquired, by him, within the community which has, somehow and other, contributed to it.

Why not give, in return, a part of these advantages to penniless persons, orphans, disabled persons, refugees, widowers, as well as those who are patients without suitable sponsoring; in order to prove compassion of living for others. But nowadays, some population sections are in search of having enough to live on and left to their sorry fate. Yet, other people, who are ruling over them, have received this community’s grace.

In my eyes, acquired properties consist increasingly of a loan granted to the individual by the society so as a property belongs intangibly and definitely to him.
Thus, it’s quite legal for any person, to leave all or a part of his properties to the community or either be made available to its service.

Inheritance tax has no other justification; and I, besides, consider this tax as being fair. For, acquired fortune, having to be made thanks to one’s job and not through inheritance.

I shall just make an exception for my biological family’s members, my children, and my spouse, who has to still take advantage of those ones once her husband has dead, for having linked her fate to mine and contributed to my job results during her life time.

Endured difficulties during my life into the country until abroad, death of my late father, Laurent KANZANZA KAMBANGU, First-aid and Fish farmer, considered as a person suffering from Ebola in 1996 without any assistance from good willing person, justify, in my humble opinion, to put this Foundation in place and which will take after his name; with a view to somewhat contribute to humanitarian needs. So, this Foundation will pursue my own objectives, according to the Statement that I am issuing about it here after:

STATEMENT OF OBJECTIVES OF THE LKCSDF

  1. About General Objective
    To promote Peace and sustainable Development as well as Congolese people’s, welfare in the Democratic Republic of the Congo, and wherever this is necessary.
  2. About Specific Objectives
    • Providing economic and sociocultural integration of the internal and external Congolese population in tight corner;
    • Providing promotion and protection of environment;
    • Fighting against poverty and hunger;
    • Promoting education and health;
    • Providing, protecting, and enforcing children’s rights, while urging school attendance for young girls-mothers and for street children.
    • Promoting, protecting, and enforcing women’s rights, and providing their intellectual awakening while initiating them to develop their capabilities, with a view to their own economic and sociocultural integration for a best future;
    • Taking part in fighting against Sexually Transmitted Diseases, in this case HIV/AIDS and others, in our living environments;
    • Taking part in fighting against rapes, their causes as well as their consequences;
    • Helping actively to building suitable economic and sociocultural infrastructures for development in favour of the Congoleses of the DRC and of Diaspora;
    • Providing assistance to vulnerable persons such as those of who are disabled in our living environment;
    • Creating suitable economic and sociocultural infrastructures for development and opening up inaccessible environments;
    • Providing assistance to vulnerable persons such as those of third year and/or those who are disabled in our living environment;
    • Creating suitable economic and sociocultural infrastructures for development and opening up inaccessible environments by building and maintaining roads, schools, bridges, hospitals, health Centers, literacy teaching, conversion of drinking water streams, and electrification of our environments.
  3. Another Actions Field opening to the Institution

    It is based on the idea that each man has, individually, a right to his honour according to what he considers as such. It’s thus a matter of choice, and this choice must be favoured.

    It is, from then on, advisable to urge achievement of intellectual aspirations and to do so as every one might find best opportunities to meet his vocation in his surrounding environment.

    This is the Spirit in which I gave my full support to activities of the vocational Belgian Foundation since its creation.
    This organism will be able to pursue and go thoroughly into its action thanks to the support that the new institution could offer it, notably by granting additional helps to some of its winners who will need it.

    I also wish the Foundation to arouse or to join efforts bound to arouse, and mainly in environments where it does not exist yet in Africa, opening of similar institution; and to encourage creation of an African Center for Sustainable Development and Solidarity, the head office of which could be, should the need arise, in Kinshasa, the Capital City of the Democratic Republic of Congo, a large country in the Center of Africa.

    These views are susceptible of many other repercussions. Since there is a danger of our civilization lieing in specializing and compartmentalizing of activities more and more enhanced.

    In order to react, and in my humble opinion, one of the remedies is development of cultural means and intensification of exchanges from artistic, scientific, and thought view points, nationally or internationally.

    I foresee in these Charter and By-Laws of the Foundation that it might devote to that.

    Among others, this action will be taken towards the youth at primary, secondary, and university stages, to list only this example. I consider that we should more and more urge interwiring of disciplines and to give desire of diversifying their interests to pupils and students, notably in artistic, social, economic and cultural fields, susceptible to provide them numerous satisfactions and to complete their training.

    I also believe that it is necessary to encourage a sense of civic-responsibility, patriotism, and general interest; especially to those who have to take on responsibilities.

    With that in mind, I wish the Foundation to timely resume excellence prizes awarding to various youth’s initiatives, notably:

    • «Laurent Kanzanza Congo Solidarity and Development» literature prize, which will be awarded, every two years, to writers, to secondary, vocational, higher schools and universities winners of the Democratic Republic of Congo;
    • Prizes bound to award any private or public organization having contributed, remarkably, to survey of problems relating to peace, human dignity, and development integration in Africa.

    The Foundation will also grant aids deemed opportune to institutions within the scope of the purposes that it is pursuing.

    From the above, I have decided these Charter and By-Laws of this Foundation.
